APAC project has completed 12 years of successful implementation of HIV/AIDS programs in the state of Tamil Nadu and Puducherry. The project was granted an extension for another 5 years (2007-2012), by the United States Agency for International Development and NACO. APAC is one among the few projects funded by USAID to be granted an extension for a third phase.

Phase III Project Goal

The goal of the APAC Project in Phase III is

"To establish sustainable network models for Prevention, Care & Treatment 
to enhance the state’s response to halt and reverse the HIV/AIDS epidemic"

Objectives

  • To expand comprehensive Prevention, Care & Treatment services, and establish linkages through network models

  • To position APAC project as a strategic partner for enhancing the State’s response.

  • To facilitate a phased transition of APAC project activities for sustainability.

Project Priorities

  • Complement National and State AIDS programs.

  • Support PEPFAR strategies and approaches.

  • Contribute to the three ones principle.

  • Evidence based programming.

  • Cost effective interventions.

  • Gender sensitive approaches.

  • Networking and leveraging.

  • High quality standards.

  • Greater involvement of People Living with HIV/AIDS.

Geographical areas for Intervention:

APAC will work in seven selected districts in Tamil Nadu in an intensive manner to provide comprehensive Prevention, Care & Treatment services. These districts shall be known as Intensive Intervention Districts (IIDs).

The seven Intensive Intervention Districts were selected based on certain parameters such as:

  • ANC prevalence of the district

  • Availability of core and vulnerable groups

  • Number of players implementing prevention and care interventions.

These districts were selected in consensus with TANSACS, CAPACS, and TAI under the guidance of DG- NACO.

In the III phase, APAC will be the only agency in the IID to implement prevention programs. Care and treatment programs for PLHA will be done in coordination with other players. The key highlights in the IID are:

  • Saturation of core and vulnerable groups.

  • Prevention and care continuum.

  • Sustainability of programs beyond the project period.

The list of Intensive Intervention Districts (IIDs) includes 
  1. Kancheepuram

  2. Kanyakumari

  3. Karur

  4. Trichy

  5. Tirunelveli

  6. Tuticorin

  7. Villupuram

The intervention in IIDs is blend of composite and comprehensive programs which will reach populations up to the village panchayat level. The highlight of the phase III activity will be the establishment of a comprehensive prevention and care continuum model in each district.

APAC will also work in the following three district to implement only Care and Treatment Services to fill the existing gaps in Care and Treatment Services of the state.

  • Erode

  • Namakkal

  • Krishnagiri

Programmes for Puducherry

APAC will continue to implement Prevention, Care & Treatment programmes in Puducherry throughout the life time of the project. APAC will also provide Technical Support to Puducherry AIDS Control Society (PACS) for both Prevention, Care & Treatment related initiatives.
